Kenya's eCitizen passport portal has an automated photo check that runs instantly on upload. It fails the vast majority of phone camera photos for these specific reasons:

Background not uniformly white

Phone cameras shooting against a wall leave a shadow behind the head. Even slightly off-white backgrounds (cream, light gray) are flagged. The validator checks pixel color values — it's not a human judgment call.

File over 1MB

Most modern phone camera photos are 2–6MB. The portal rejects files above 1MB. You must compress the JPEG before uploading — save at medium quality (70–80%) to hit the 100KB–800KB target range.

HEIC format (iPhone default)

iPhones save photos as HEIC by default. The eCitizen portal only accepts JPEG. Convert your photo to JPEG before uploading — share to WhatsApp or use a free converter.

Face too small in frame

The automated check measures the face-to-frame ratio. If your face occupies less than 65% of the frame height, the photo fails. Get close to the camera — further away is a common selfie mistake.

Head tilt or rotation

The validator detects non-frontal head angles. Look directly into the camera lens, not at the screen. Even a 5° tilt can trigger a rejection.
